China Expands Luban Workshops in Kazakhstan, Balancing Image and Autonomy Concerns

China is expanding its Luban Workshops initiative in Kazakhstan, with two new facilities set to open. This move is part of China's strategy to enhance its image in Central Asia and address local concerns about its investment practices.

The Luban Workshops offer training in high-demand skills such as AI, electric vehicle maintenance, and logistics. They aim to shift public focus from controversial megaprojects to human development and higher-value investments. However, the workshops also deepen dependency on Chinese equipment, software, and standards, raising questions about long-term autonomy.

Since 2023, three Luban Workshops have been unveiled in Kazakhstan, with two more under construction. China has launched similar workshops in Kyrgyzstan, Tajikistan, and Uzbekistan over the past two years. Local leaders, including Kazakh President Tokayev, have praised the initiative and urged China to build more.

The expansion of Luban Workshops in Kazakhstan reflects China's efforts to improve its image and promote its technologies in Central Asia. While the workshops offer valuable training opportunities, they also highlight the complex dynamics of China's global strategy and the need for balanced, long-term development.
