China's Financial Records Database
First published on 29 June 2023, the project "Dealing with a Resurgent China" (DWARC), supported and funded by the European Commission under the Horizon Europe research and innovation program, has been contributing valuable insights to understanding the complexities of China's economic and political landscape.
At the helm of this project is Alicia García Herrero, a distinguished economist with an impressive resume. She is a Member of the Council of the Focused Ultrasound Foundation, a Member of the Board of the Center for Asia-Pacific Resilience and Innovation, a member of the Council of Advisors on Economic Affairs to the Spanish Government, a member of the Advisory Board of the Berlin-based Mercator Institute for China Studies, and an advisor to the Hong Kong Monetary Authority's research arm. Alicia has also held various prestigious positions such as Chief Economist for Emerging Markets at Banco Bilbao Vizcaya Argentaria, Member of the Asian Research Program at the Bank of International Settlements, Head of the International Economy Division of the Bank of Spain, Member of the Counsel to the Executive Board of the European Central Bank, Head of Emerging Economies at the Research Department at Banco Santander, and Economist at the International Monetary Fund.
Joining Alicia is Jianwei Xu, a Non-resident Fellow at the project. Jianwei, who received his Ph.D. in economics from China Economic Research Center, Peking University in 2011 and was a visiting student in Stern Business School, New York University, from 2009 to 2010, focuses his research on international economics and labor economics, with a particular interest in the Chinese economy. Jianwei has published many papers in academic journals and writes policy articles for the media.
Robin Schindowski, a Research Analyst at the project, specialises in the Chinese economy and its interactions with the international economic architecture. Robin studied Contemporary Chinese Studies and holds a master's degree in Economics, with a focus on the impact of patronage networks in the Chinese government on economic outcomes.
Michal Krystyanczuk, a Data Scientist specialising in Deep Learning and Big Data techniques for AI tasks, contributes to the project with his expertise in AI. Michal has consulted on multiple AI-related projects for companies in various sectors, including pharmaceuticals, marketing, and finance.
The project also includes Théo Storella, a Research Analyst specialising in China's political economy. Théo holds master's degrees from the London School of Economics and Fudan University in Public Policy, with a focus on Chinese healthcare initiatives in Africa under the Belt & Road Initiative.
The project received funding from the European Union's HORIZON Research and Innovation Actions under grant agreement No. 101061700. Alicia García Herrero is also an independent Board Member of AGEAS insurance group, a non-resident Senior Fellow at the East Asian Institute (EAI) of the National University Singapore, and Adjunct Professor at the Hong Kong University of Science and Technology. Jianwei is a Senior Economist at Natixis, Asia Pacific, and a former professor at Beijing Normal University.
The latest update for the project was on 16 September 2025. Michal Krystyanczuk is an experienced Data Scientist whose goal is to enable the use of Artificial Intelligence to make an impact on society.
