Higher Level (Gehobener Dienst)
Entry into the higher level usually requires university-level education, aiming at more specialized positions such as judicial administration, legal clerks, or probation officers. The training encompasses in-depth legal studies aligned with public law, criminal law, and procedural law, practical internships or apprenticeships in courts, prosecution offices, or correctional institutions, development of management, organizational, and communication skills necessary for leadership roles, and preparation for judicial or specialized administrative functions.
Applicants typically need a university degree in law (Diplom-Jurist or equivalent) or a comparable qualification recognized by the state, successful completion of a state examination or a similar qualifying law degree, and fitness to perform judicial or administrative duties with reliability and integrity.
The training is often conducted through a state-run justice academy or similar training institution, combining theoretical and practical phases. The goal is to prepare candidates for handling the complex legal and administrative tasks inherent to the justice system in North Rhine-Westphalia.
