Shortage of School Spots at Intellectual Development Centers in Bavaria

Bavaria is grappling with a deficit of approximately 300 school spots at support centers for children with intellectual disabilities, as the new school year approaches. This shortage has left many incoming first-graders on waiting lists, as confirmed by Bavaria's Ministry of Culture to the German Press Agency (dpa). The affected areas include major cities like Munich, Nuremberg, Augsburg, Neu-Ulm, Ingolstadt, and Eichstätt.

Minister of Culture Anna Stolz (Free Voters) acknowledged the issue, stating, "The current situation puts a significant burden on everyone involved, including the children, their parents, our teaching staff, and school leadership." Stolz is now working to find solutions for the affected children.

The sudden surge in registrations for support centers, with a focus on intellectual development, is yet to be fully explained. The ministry explained that the reasons for this unforeseen development are currently unexplainable and under scientific investigation.

Representatives of support centers, school funding bodies, school supervision, and integration assistance met under Stolz's call on Monday. Regional dialogue forums will follow to find local solutions for the children and their parents. Stolz emphasized, "The individual promotion of each child's talents holds absolute priority for me." She added that inclusion in Bavaria should be a collaborative effort by all schools, not just special schools.

Possible solutions include having affected children attend a regular elementary school with an inclusive profile instead of a specialized support center, creating capacities through targeted personnel shifts and additional space, setting up classes for intellectually focused students at support centers with Other focuses, or teaching transition area students at special pedagogical support centers. If no other options are viable, a slight reduction in teaching offerings could be considered.

Long-term strategies might include expanding the offer at support centers, promoting inclusive measures at general schools, and recruiting additional personnel. Early intervention programs, inclusive education policies, and ongoing training for educators can also help address potential increases in demand for special education services.

Bavaria offers regular schools with inclusive profiles and 87 support centers with a focus on intellectual development, as well as numerous other centers with foci on learning, language, emotional and social development, hearing, vision, and physical and motor development.

The Ministry of Culture, in collaboration with educational institutions and integration assistance representatives, is investigating the sudden surge in registrations for intellectual development centers, with the aim of implementing long-term strategies such as expanding offerings at support centers, promoting inclusive measures at general schools, and recruiting additional personnel.

In the meantime, temporary solutions being considered include having affected children attend a regular elementary school with an inclusive profile, creating capacities through targeted personnel shifts and additional space, setting up classes for intellectually focused students at support centers with other focuses, or teaching transition area students at special pedagogical support centers.

To further support the development of children, Minister Stolz emphasizes the importance of mental health, health-and-wellness, fitness-and-exercise, learning, education-and-self-development, and science, and encourages the implementation of early intervention programs, inclusive education policies, and ongoing training for educators to address potential increases in demand for special education services.
