Progress Report on Media Development Strategy (2020-2024): Surpasses Anticipated Standards
In the heart of Hamm, at Theodor-Heuss-Platz 16, a significant gathering took place. The Head of the Department of School Education, Karin Diebäcker, the Chairperson of the Committee for Digitalization and Innovation, Marion Kötters-Wenner, the Deputy Head of the Department of School Education, Ingo Drees, and the Mayor, Marc Herter, were all present. The occasion? The presentation of the Media Development Plan 2020-2024 results.
Mayor Herter highlighted Hamm's strong national position in digital infrastructure within schools. The city has indeed exceeded the goals of its Media Development Plan (MEP), particularly in the provision of digital end devices and the expansion of school network infrastructure.
One of the most notable achievements is the acquisition of over 1,700 presentation devices, including projectors and TV screens, ensuring a more interactive learning environment for students. Schools in Hamm now boast an average device quota of over 70 percent, with many cases allowing for a 1:1 or 1:2 equipment ratio.
A significant milestone has been reached with all school sites in Hamm now connected via fiber optic cables and equipped with modern WLAN and LAN. This infrastructure upgrade is a testament to the city's commitment to providing top-notch digital facilities for its educational institutions.
The city's contribution to the implementation of the MEP totalled 13.7 million euros, including own contributions for funding programs. An additional 15.7 million euros were available through funding.
Looking ahead, Hamm is working on a continuation of the MEP for the period 2026-2030. The focus will be on maintaining the high level of equipment, replacement acquisitions, and the exploration of new financing models. The continuation program also emphasizes sustainable structures and social justice, ensuring that digital advancements are accessible and beneficial for all students.
However, as of the current search results, no specific measures for the sustainable financing of digital developments in schools starting in 2026 have been publicly announced by the city of Hamm.
The modernization of central IT structures, including the switch to uniform systems such as IServ and Citrix, was a part of the MEP's implementation but no new information about this was mentioned in the presentation. Similarly, no new details about the expansion of school network infrastructure or the connection of all school sites via fiber optic cables were discussed.
The city's digital infrastructure in schools compared to the national position, as well as the continuation of the MEP's focus on sustainable structures and social justice, were not topics of discussion in this particular presentation. Nonetheless, Hamm's strides in digital education are undoubtedly noteworthy, setting a high standard for other cities to follow.
