Now, here's the tea - the key takeaway from the "NRW Municipal Ranking 2025" presented by Hubertus Bardt from the Institute of the German Economy: municipalities have a significant role to play in turning their economic fortunes.

Sure, municipalities may need support from the federal and state governments, especially considering the financial chaos going on in some places. But guess what? The study shows that the success of improving the economic situation doesn't solely rely on the government's help - it's about what you can do in your municipality as well.

So, what matters most for municipalities? Let's check out the essential factors:

Being a Business-Friendly Service Provider

Municipalities need to provide excellent service to companies and attract businesses. It's the municipality administrations that decide on the allocation of areas or the course of approval procedures.

Providing Top-Notch Childcare Services

To attract skilled workers (you know, the ones necessary for a flourishing economy), towns need to become an attractive place to live. Besides other amenities, a good childcare offer is crucial.

The study evaluated 396 NRW municipalities based on four main thematic areas: economy, work, living, and quality of life. These categories include trade tax, broadband supply, patent applications, employment rates, building permits, new housing construction, internet connection, purchasing power, age distribution, accessibility, natural areas, doctor's office density, and more.

Awesome, right? The study doesn't just show the current situation of individual NRW municipalities in the national comparison. It's particularly interesting to see the ranking according to "development": how and through what a municipality has changed in terms of business-friendliness since the last study in 2020 - positively or negatively.

Municipalities that have faced difficulties in the past and are still not thriving have shown development, with most of these municipalities now located in the Münsterland region. case in point: Schöppingen, Heiden, and Heek.

Schöppingen has shown tremendous development in female employment and purchasing power, largely due to the large slaughterhouse Tummel. The municipality has actively invested in childcare by applying for state funds. Heiden excelled in housing - it boasts quick building permits and a relatively high number of new constructions!

Keep in mind that these top municipalities have fewer than 10,000 inhabitants, facing significantly fewer challenges than many larger cities in North Rhine-Westphalia. The study doesn't take this into account.

Niederzier, a municipality in the Rhine region, also received high marks for "dynamism," particularly for the recultivation of former open-pit mining areas. However, the neighboring municipality of Inden ranked much lower. The report states: "Where there's engagement, there's development."

Entrepreneur NRW's To-Dos for Municipalities

Entrepreneur President Kirchhoff outlined several tasks for municipalities based on the analysis:

  1. Make the trade tax attractive. Lowering trade tax rates has led to positive developments in some municipalities. Even though they receive less tax, they benefit from better-performing companies.
  2. Simplify and accelerate approval processes. Municipalities can still make improvements in this area, but often lack the will to do so.
  3. Change the perception of being more than just a service provider. Municipalities should aim to be seen as partners for resident companies, not just distrustful inspectors.
  4. Develop more pragmatism in solving bottlenecks, such as in traffic, digital infrastructure, affordable energy supply, or land allocation. This includes customer-friendly public transport scheduling and the active renovation of bridges and tunnels.
  5. Create creative childcare spaces. Eliminating bottlenecks here offers a competitive advantage.
  6. Job centers should actively support job placement.
  7. Promote the immigration of qualified workers, including from abroad, and create opportunities in the municipality.
  8. Address the persistent issue of old debts

Kirchhoff also called on the state of North Rhine-Westphalia to finally address the issue of old debts, which have been hindering many municipalities in the state for years. He urged the state and federal governments to take action.
