The Public Service Commission (PSC) of Nepal has published an advertisement for open and inclusive competitive written examinations for Gazetted Third Class and National Human Rights Service Officer Third Class, Section Officer or Equivalent (Non-Technical) Positions in Civil Service and Federal Parliament Service. The notice, numbered 672/081-82, was published on 2081/08/26.

Examination centers for the first phase are at all locations where the commission's offices are located, and for the second phase, they are designated by the commission's offices in Dhankuta, Jaleshwar, Kathmandu, Pokhara, Butwal, Surkhet, and Dipayal.

Candidates must have obtained the specified educational qualifications by the last date for application submission, which is 2081/09/16, with double fee until 2081/09/23. Candidates who have studied at foreign institutions must have their qualifications equivalence determined by the concerned authority.

The specified examination fee or double fee must be compulsorily paid by the respective deadlines. The application fee can be paid directly through the commission's online application system via electronic means or by printing the bank voucher and paying in cash at designated banks.

For Dalit, Indigenous/Janajati, Madhesi, Disabled, and Candidates from Backward Areas, specific documents are required to prove eligibility.

The examinations will consist of four main papers and two extra papers for Foreign Service candidates. Each of these papers is scheduled as a 3-hour written examination.

  • Second Paper: Governance System (also referred to as Administrative System) – for all services/groups.
  • Third Paper: Contemporary Issues – for all services/groups.
  • Fourth Paper: Service/Group Related subjects – applicable only for Administration, Federal Parliament, and Audit Services.
  • Extra Paper I: English Language – for Foreign Service candidates.
  • Extra Paper II: Foreign Policy and International Relations – for Foreign Service candidates.

The syllabus broadly covers topics on Nepal’s administrative structure, constitutional framework, governance policies and procedures, public administration principles, government functions, current affairs relevant to Nepal and internationally, recent developments, socio-political contexts, economic situations, and other topical matters, specific subjects related to the assigned service group within public administration, proficiency in English, and international relations knowledge relevant to Nepal’s foreign policy.

Eligible candidates can apply through the commission's online application system at psconline1.psc.gov.np. Candidates must upload educational qualifications, training, experience, documents proving inclusion in the inclusive group, and other specified documents in the relevant advertisement in PDF format in the designated place of the online application system.

The type of examination includes Written, Skill Test, Group Test, and Interview. The age limit for candidates is 21-35 years for most, but 21-40 years for females and disabled candidates. There is no age limit for permanent civil servants and permanent employees in the National Human Rights Service.

If citizenship has been obtained from a district other than the permanent residence, a letter specifying the reason must be obtained from the District Administration Office.
